Skinny arms but mid section kinda fat

l'm 17 and height is 180cm. I have been working out

for 2 years consistently and with intensity. My lifts

are pretty mid or bad. My bench is 70kg 1 rpm and

squat is 90kg rpm. I can see that all my lifts and 1

can see noticeable changes in my chest bicep but

without flexing my bicep 1 look like 1 had no progress or if I wear oversized, my arms look like twigs compared to my body. My top 4 abs are pretty visible but my bottom 2 are like a family pack, it's like a huge bulge(I'm not even exaggerating). I would like

to have abs but if I cut my arms cld be even smaller. I could bulk to get bigger but I already did a bulk from 58kg to 70ish kg during my first year(0.35kg per week for

10 months). Despite the bulk my arms are still pretty

small for that weight. Now l'm at 76kg and it looks

almost the same. I could try recomp but I'm not fully

sure how to do it cuz I have found many ways to do a

body recomp and not even sure on which one to choose. I assume this is skinny fat.

What should I even do atp. should I do like a 6

weeks cut and a 10 week bulk and js do that as a

repeat? Also I have tried so many things but my pull

up max has always been plateued at 4. I do assisted

after my max but some say negatives are better. Pls

help, Google isn't helping me enuf
