Taichung City Land Administration websites ALL offline? For weeks? Example: 臺中市中正地政事務所 Zhongzheng Land Admin Office (ccland.land.taichung.gov.tw)
A bit of an esoteric ask, but can a subreddit member currently in Taiwan try to access any of the Taichung Land Admin websites, e.g. the Zhongzheng Office site https://ccland.land.taichung.gov.tw/ and report if up?
I'm pretty sure all Taichung City Land Administration websites have been down for weeks, based on pings/traceroutes I've run from a Looking Glass server in Taipei (HostingInside.com via Looking.House). I used the Looking Glass to rule-out blocking of Internet traffic coming from outside Taiwan (apparently it's a thing?). But I can't be sure so can someone test independently?
Why does this matter, aside from an important organ of the 2nd largest metro in Taiwan being offline? I need to update some Land Registration records (Property Deeds, Registration Lists, etc) following becoming a full citizen (NWHR)...and I'm currently not in Taiwan.
Prior to becoming a NWHR, I completed Inheritance Registration for some property in Taichung. As I was not a citizen at that time, Land Registration was done w/ a pseudo ID number “YYYYMMDDXX” (8-digit DOB + first 2 letters of surname spelled in English). So now I need to update records at Land Administration from the old/fake ID number to my new Unified ID Number. (Yes, this is similar to the hassle faced by ARC/APRC holders needing to update their IDs to new format...)
Think I found a website to apply for Correction Land Registration, but the actual request form seems to be linked to a Land Admin website which is off-line (https://dc.land.moi.gov.tw):

Normally one would go in-person to their local Land Admin Office (e.g. 臺中市中正地政事務所) to do this sort of bureaucratic task, and it would take 1-5 days, but I'm not in Taiwan and won't be back for 9+ months.
I already tried to submit a request to update records at that Land Admin office from the central Household Registration Authority (RIS) website, but the Taichung Land Admin staff closed my case saying No Records Found (because they only searched using my new ID). And there is no Comment field on the online forms.
Next I'll try calling 臺中市中正地政事務所 to ask if they can help me accomplish this task via phone/email, but it would be more efficient if I can access their website.(Yes,.I have a Citizen Digital Certificate/SmartCard).
Has anyone faced similar difficulty with Correction to Land Registration, specifically trying to do it online?
