Finally got around to completing Unknown Signal and seemingly have weapon, node, and chips unlocked and displayed on the tram, but for some reason the achievement won't unlock?

I was wondering if the "empty" boxes on the equipment screen were locked weapons but apparently read somewhere that they're just there as a way to unequip stuff.

Do I have to unlock this achievement in Lunatic?
