ShadowTubby is now a manifestation of Gael/Gaurdian’s psyche rather than some no-name who does diddily squat

I've been getting into FL Studio lately, and I'm trying to recreate this part of the Flaxan version of Tom Tom that starts at the 27 second mark. I'm unsure if it's synth, or some sort of distorted strings, or if it's even just one note or a full chord. Please let me know how you'd go about doing this, and feel free to ask questions if you think I wasn't clear enough!! Thanks!!
