Should I just Give Up

I applied for a job at the Office of Administrative Hearings at the beginning of February. I did an interview in March and submitted my references at the beginning of May. I haven’t heard anything back from them since they confirmed they received my references on May 8th. I’ve been checking the Workday and it still says my application is under consideration. I’ve emailed the HR person twice to find out where I am in the process but haven’t heard anything back. Should I just give up and assume I didn’t get it? I know the current trend with employers seems to be just ghosting people but I thought the State would at least send me a stock rejection email or something, but I haven’t gotten anything at all, from anyone.

Reference Check

I made it to the reference check phase of the application process for a job with the office of administration hearings. I filled out the form and emailed everyone I put down to give them a heads up. I was told that they needed two supervisors one from my most recent employer and then another from another employer. When I reached out to my most recent employer she emailed me back and said she’d keep an eye out for any correspondence.

Almost a month went by and I hadn’t heard anything from anyone. I assumed it’s the government so it just takes forever. Then I received an email from the woman in HR at the state saying that they had been able talk with my previous supervisor on the phone and had set up two meetings with her, both of which she did not show up for. They also emailed her numerous times and received nothing back. They gave me a week to get everything together for them and said I could also provide letters of recommendation.

I responded immediately and provided three letters of recommendation (none of which are from supervisors tho). I also asked if I could possibly reach out to an older supervisor and get them to provide a reference. Initially they asked me to see if I could get my most recent supervisor to do it but when I couldn’t get ahold of her they said they would accept the older supervisor reference.
In total I provided three letters of recommendation, two supervisor references and two coworker references. The last I heard anything from anyone at the state was May 8th. I reached out to the woman at HR about a week ago to try and find out where I am in the process but have gotten no response. I keep checking the workday and it still says my application is under consideration.

I was wondering a few things:
1.) Is it like a hard rule that they need a reference from my last employer or is what I gave them going to be ok?
2.) is this timeframe normal? It’s been over a month since I’ve heard anything.
3.) Does it look bad for me that my previous employer basically ghosted them for not one but two meetings? Like is it going to count against me?
4.) Does anyone have any advice for how to deal with this situation in the future? Even if I don’t get this job I’m applying for other positions at the state and local levels. So this could happen again and I’m not sure how to deal with it going forward.

Hiring Process for The Office of Administrative Hearings

I’m in the middle of the application process for a position with the Office of Administrative Hearings. I last heard on from them about 2 weeks ago that they had received my references for that process.

I was wondering if anyone could explain to me a little more about the application process and timeline. I know it’s the government so it’s slow I was just wondering sort of the ins and outs of the process itself. Like what happens during the reference check period and how long does it take? Is there like a criteria or check list or something they use to determine if your application continues?

It said on the job posting that this position requires like an FBI background check, and when I started googling around I kept reading that the application is weighted. Which sounds like there are many factors that go into consideration in addition to the background check. Is that right or did I misunderstand? I’m just curious if anyone could explain it to me.
