What do people mean when they say they hate OCs?

I have seen a lot of people who avoid OC fics and filter it out.

For those people: do you hate the inclusion of OCs in general or just when OCs are the main characters?

Just making stuff up. (The arc isn't adapted and is bigger than a few 2 chapters)

The arc isn't adapted into the anime yet.
The arc isn't just one or two chapters (Though that can be considered true if you ONLY count that portion of the arc in which the red snowman is found).
The plot is about a murderer named red snowman, not building a red snowman.
