Is "they're just kids" a valid defence for disruptive e-bike rideouts?

The whole "at least kids are outside instead of staring at screens" argument for the Melbourne e-bike rideouts is getting tired. Nobody complains about teenagers hanging out. The issue is when 100+ riders block intersections, weave through traffic and turn shared paths into a game of chicken.
Being outdoors isn't automatically a free pass for antisocial behaviour. If anything, these rideouts are making it harder for people to take e-bikes seriously as a legitimate way to get around the city.
