Sealed packet

This was given to me by the embassy. I asked them about the trimmed edge since it’s supposed to be completely sealed, and they told me it’s part of their protocol. Has anyone else received an envelope with trimmed edges?

I submitted my passport and the missing documents to the embassy two weeks ago. Last week, they asked me to unlock my social media accounts. Is this a positive sign? We applied in Qatar.
