My theory on Panthalone Identity (and story)
Based on his appearence and lore so far we got this:
Name: Feofan Sergeyevich Veksel (Feofan bc he would likely uses another name just like most fatuis)
Origin Nation: Liyue
Race: Human (Apparently)
My theories about him is that, he is Orobashi reincarnation or a Electro sovereign reincarnation fragment, either way, I have both theories with some concepts touched in the game.
Orobashi Theory: In this theory I propose that he is Orobashi reincarnation, mostly because he has no access of a vision, he seems way to dedicated to have powers, but the reason why he has no vision would likely be explained as a karmic punishment from his previous life, considering that orobashi was against the heavenly principles, it would make sense that he has no access or posibility to have a vision, also the color palette (and scales) would be a reference of how he died, also considering that he doesn't hate dottore as a god but does hates every other god seems to be fitting towards a karmic hate or inherent hate from his previous life if that was the case, he doesn't have the power of orobashi simply because his power stayed in inazuma.
Electro Sovereign fragment: much like durin who is the fusion of the 2 fates of 2 durins, this theory works around that concept of samsara and alternative fates, in this case about the Electro Sovereign, much like Neuvillete being the Destinated Hydro sovereign reincarnation, in this case, Pantalone was suposed to be s the Electro sovereign reincarnation born with both human body and dragon soul, but unlike Neuvillete, his human part and dragon part got reincarnated in 2 different persons, Baizhu Being the reincarnated human recipient of divinity without a soul, draining the life of others (his whole town and his parents died of a unknown disease) he eventually would find Changshen, and the pact would negate that effect on others, the other part being Pantalone, the Soul that took the body of a poor baby and born incompatible with the divinity of celestia (sovereign dragons aren't recipients of visions), meaning that we wouldn't get any chance of getting a vision because at the end of the day he is not compatible with visions being obtained, but here is the catch, he has the soul of the dragon (electro), now there is a theory that even when celestia grants visions to ppl, the divine throne or the nation representant has influence over that (neuvillete:furina would be the example), my theory is that the vision decree was actually also the way to give back the autorithy of the electro throne back to electro sovereign (without raiden knowing this or bc makoto was always having that throne), so basically he has the throne but no way to get any power out of it since his body doesn't correspond to his soul or something like that, meaning that no matter what, this would also fit his hate towards gods being this aggravated.
