Gaining muscle and being overweight

My wife has gained quite a bit from post pregnancy. Our child is now 4 so it's been some time. I often hear in the gym to gain muscle first and then essentially shred but this can't be a good idea for a person with high body fat percentage. Gaining weight even if some is muscle when you're a good amount overweight I'm assuming it's dangerous,

What's the recommended strategy.

What does it feel like mentally for overweight people when they work out?

Is there any dopamine release or excitement when working out? Or is it just agony being there? I'm not extremely fit but I do well and feel great getting a good session in. I have to go because it feels great. And by gym, I'm also including any physical activity such as sports.
