Right track?

First time trying to restore…came upon this pan at Goodwill a few months ago. I have a few questions:

  1. The pan has been sitting in my oven for a few months, and when I took it out to give it a good cleaning, there was a lot of black flaking on the outside, which wiped off easily but was a bit of a mess. Is that normal?
  2. I gave the pan a good cleaning with coarse salt and steel wool to get off grime and rust. The result is pictured…any issues with the job I did? Happy to hear your thoughts.
  3. There are a few small spots where a silver color is visible… is that normal?

Assuming my cleaning job is sufficient, I’ll be giving this a few coats of neutral oil to season. I just want to make sure I’m on the right track before I continue. Thanks!
