Has anyone successfully dealt with this kind of top coat breakdown?

I’ve reached out to a few reputable restoration companies, and one has already declined the work. At this point, I’m trying to understand what’s realistically possible, whether that’s restoration, refinishing, or simply stabilizing it as is.

If anyone has experience with high-end leather or has gone through this themselves, I’d appreciate your perspective on what actually works.
