Is it too late for a chelsea chop?

I’m in NYC. Seems like my coneflowers are getting bigger than expected for this early in the season (over 2 feet already). Some other ones have already buds and these look like they’re about to send up flowers. Is it too late to chelsea chop?

NYC - Hedge Advice

I’ve been slowly transitioning my lawn to native plants the past few years, and I’m now looking to start tackling the hedge. These bushes have never done well in this section anyway, so it gives me a good excuse to swap them out.

I have wet silty soil mostly. It sits under a tree canopy (yes it’s a bradford—city tree, can’t do anything about it), but it gets decent morning sun. Thoughts on options? I’m in a suburban area so unfortunately something that can be pruned is essential. I was thinking perhaps winterberry?
