State - Pennsylvania

I signed a lease for an apartment in February and was supposed to move in next week. Now the owners are telling me that the current tenants have decided to renew their lease and are trying to give me a different apartment. As far as I can tell, the only section I can see in the lease that may allow this is:

Failing to pay first month's rent. If you don't pay the first month's rent or prorated rent when or before the Lease Contract begins, we may end your right to live in the property and recover damages, future rent, re-renting charges, attorney's fees, court costs, and other lawful charges.

I haven't paid the first month's rent yet, but I am also unable to even do so. The lease has been signed by both me and the owner, and is also for this specific unit. I can not see any mention of substituting for a different unit. Are they allowed to do this? Is there any way I can get this apartment or at least some sort of compensation?
