No, Old Republic force users are NOT as strong as their Clone Wars Era counterparts
Something that bothers me a lot when it comes to sw powerscaling is how a lot of people think force users in the old eras were stronger on averge then those during the end of the republic, something which is explicitly wrong for the reasons I will mention
The Jedi Order is an organisation that collectively gains and searches for knowledge throughout training and research, it is quite literally part of their way of life. There is no reason for the averge Jedi Knight from say, 22 BBY to be weaker then his Swtor counterpart.
The rule of Two is literally designed to make every generation of Sith stronger then the one before it. While I can see the argument that someone like Malgus or Marr (Who are some of the strongest sith of their era) would defeat say, Zannah they would never win against the likes of Tenebrous, Dooku or even Maul who exceed them in knowledge and strength.
Moving on to the top tiers. It is explicitly stated in the Revenge Of The Sith novelisation that by the time of the events of the book Palpatine and Yoda are the strongest members of their respective orders in history with Yoda being described as a blazing sun and Sidious as a literal black hole in the force whom the stars aligned for (Plagueis Novel). Their feats are also much greater then anyone else in the old era (Yoda's force push against Palpatine was stated to be able to atomise him were he not the strongest sith in history), that alone is something we never see from any other force user until that point.
