Anyone familiar with the 12 steps of the heros quest/journey.... kinda seems like they are only at step 7....

I am renting top portion of a house that is currently being converted into a duplex. Before I moved in it was rented as a whole house. We are responsible for utilities and a 2nd meter for hydro will be put in before the downstairs unit is rented but will be splitting water bill. There is central air installed in the house which I am assuming goes into both units since it was installed when the house was rented as full house. Is there a way for the landlord to add a separate cooling device for downstairs? I do not want to be paying for their cooling/heating as I am currently paying all utilities including anything used downstairs while unit is being renovated and converted.
