Toothpick for size reference

What is this bug? They’re in my new apartment and on me too - they don’t bite, and the one I squashed (sorry 🥲) didn’t have blood inside like if squashing a flee or mosquito.
To me it kind of looks like a flee/bedbug but I’m not sure. Don’t have any pets or are near such.

I was on my balcony and kind of notice them off of me - and then after that also inside my apartment
