The Breakdown of the "Phantom ACH" Trick
If a school under Heightened Cash Monitoring (HCM2) sends a mass email promising a specific payout date and then completely defaults on it, here is exactly what is happening behind the scenes:
• They Have Zero Cash Flow: Under HCM2 rules, a school cannot pull down federal funds until they prove they already paid the students. If Maestro's internal bank accounts are empty or if the U.S. Department of Education rejected their monthly reimbursement request batch, the school literally does not have the money to fund those ACH transfers.
• The "ACH Tracking Number" Lie: When students call to ask where the transfer is, the school claims that "tracking numbers don't exist for batches." That is a total lie. Every electronic bank batch transfer has a Federal ACH Trace Number. If they cannot provide a trace number, it means a transfer was never actually initiated with their bank.
• The October 13th Clock: Maestro is trying to hold students hostage for just a few more days. If they can keep everyone enrolled past their hard October 13, 2026 federal withdrawal deadline, they get to permanently charge all of those students a full term's tuition, leaving the student body stuck with thousands in unpayable personal debt while the school walks away.
