Blanket build-up

This is a cotton blanket for my kid; wound a 10-yd warp and will cut and seam three panels together when off the loom. Enjoying the weaving, but need to finish by end of August 😬.

DPNs or short circular for toe-up socks?

I'm just starting my first pair of toe-up socks (I've knit dozens of pairs cuff-down) and don't know whether DPNs or a 9" circular is the better option - I like both for cuff-down, depending on the pattern. (And I'm not ready to learn magic loop yet.) What do you all prefer?

Advice for finishing cotton blanket, please

Specs: 8/2 cotton, unmercerized, 20epi, 31.2in in the reed, 4S Spot Bronson pattern from the Handweaver's Pattern Directory. (The colours are a little off in the photo - it's kind of a forest green for the warp and a medium, mossy green for the weft.)

I'm asking early, since I've just started the weaving - I'm roughly a yard into a 10-yd warp. But when done, the plan is to cut the long warp into 3 panels and seam them together into a blanket. I'm also going to machine wash (cold) and gently tumble dry to get the cloth to tighten and plump up a little bit. My question is whether to cut, seam, and hem the blanket before the wash-and-dry process or after. Thanks for advice!
