How do I know if my LA property is eligible for an ADU? Trying to screen it before paying for design

Say you have a lot in the Valley with a detached two-car garage and there's also a big tree out back.

Before paying for plans, what can I check on my own?

And also, which parts need someone to come out and measure?

HVAC plans... worth it?

okay so I just bought my first house back in April (still can't believe I'm a homeowner lol) and now that summer's winding down I'm getting with calls and mailers from HVAC companies trying to sell me on these annuual maintenance plans.

Is an HVAC maintenance plan actually worth the cost? or is just worth calling someone when something actually breaks ?

have no ideea how HVAC systems work . Anyone regret getting one of these plans, or regret NOT getting one?
