Is applying early important?

I read that the most important thing for applying for jobs is to be early. Especially since job posts are flooded because people are using AI tools. And many thousands of applications are sent for one post. It’s literally impossible for all to be reviewed by human eyes. They only look at the first to apply and thousands are never even seen by human eyes. Can you give me tips to be first to apply? I’ve read there are ways to change the time stamp on filters for job boards to be sooner. How? And what are other tips?

Also, if you have to apply immediately and tailor your resume, how does that work?
