How to decorate a plain rental apartment with the vibe of this cookbook

I have a tagine cookbook that not only has amazing recipes but is beautiful! I want to decorate my apartment but don’t even know where or how to start looking for colored items without it looking like a crayon box. I can’t paint or put up wallpaper so that feels limiting. My current vibe is more earthy rustic with a lot of jute rugs/browns/forest green/burnt orange. Mostly looking for advice on where to shop, or how to slowly transform a room into something that is tasteful and colorful, or advice on what the big items to start with would be.

Is this something that can typically be altered?

I found a dress I really like but want to make sure it can actually be altered? the little wrinkles in the center I would like to be fixed so it’s flat. But also really looking at where frame (what’s that called?) of the top of the dress ends. It makes the horizontal line that looks like the fabric is bunched up or like I’m wearing something underneath, but really it’s where the stiff thing inside the top of the dress ends. I love the dress but that line is so distracting and really stands out in the photos.
