Ground beef, raw or cooked

I found this in my meal at a camp I work at.

I reported it as undercooked. Now they are coming back and telling me that it is cooked and its the myoblibin.

I know its raw, but in any world is this considered cooked ground beef?

My father in law is saying this isn't normal the little bit of insulation that's sticking out and says its a big issue.

I believe its been like that for the 3 years we have been in the new build.

Like to get an opinion on it.
