I was able to speak to the mod author, and they updated the mod page directly, giving open permission for an xbox or bethesda.net port.

This can be seen in the screenshot under step 2 of the installation guide

This mod was available on bethesda.net for some time but has now disappeared, and I haven't found any explanation online. About a year ago, I got permission to port the mod to consoles and bethesda.net, as evidenced by the messages with the mod author in the image, which are also publicly viewable on the Nexus mods page under the comments page.
