The European welfare system effectively safeguards the daily lives of the vast majority of people on the European continent. Through the concerted efforts of enterprises, the European government in Brussels, and European citizens, Europeans have been able to enjoy an exceptionally prosperous life by the end of the 21st century. Naturally, due to differences in local finances and levels of development, the benefits accessible to European citizens in different regions—and even to other areas under Brussels' governance—vary. Brussels assures that such disparities will gradually diminish through collaboration between the European Union and its allies.

Brussels and the supercorporations guarantee that the cooperative economic system and welfare regime of the EU and its allies are established purely to serve every citizen. The government and all sectors of society deeply abhor corruption within the welfare system, but this does not mean the welfare system cannot become a tool for pursuing economic gain.

The overwhelming majority of Europeans, as well as people in the Third World under European governance, work directly or indirectly for the supercorporations. In key sectors, monopolistic enterprises cooperate with the government to counteract the ills of the disorderly competition that Marx predicted. Beyond the supercorporations lies an extraordinarily free and rich European cultural life—the most perfect fruit of 21st-century liberalization. Although in the eyes of Asians or the NAF (North American Federation), the European way of life might be described as "decadent," it is precisely the product of European freedom.

Trust Territories are a measure adopted by the EU government to fulfill its responsibilities as a leading global power. To resolve humanitarian disasters or totalitarian rule in Europe or elsewhere in the world, Brussels, with the support of local populations and social groups, establishes trust governments that rebuild local societies under the guidance of elites drawn from all walks of European life. At present, Trust Territories around the world fall mainly into two categories:

1. Those established to address the totalitarian legacy of the former Soviet Union and its successor state, Eurasia, in Eastern European and Balkan countries, particularly Ukraine, the Baltic region, and Belarus—areas that also serve as the front line of conflict with the current Eurasian government.

2. Those established in Africa to address regional poverty, economic crises, and humanitarian disasters. Such initiatives are often interpreted by those around the world ill-disposed toward Europe as neo-colonialist policies, but Brussels and the supercorporations dismiss this with contempt. They firmly believe that the Trust Territories and trust governments in the Third World are promoting local development, and at the same time atoning for the brutal colonialism Europe practiced in the previous century.

The Huyhur state, also known as Gaoche State, and also called the Barbarian State, derives its name "Huyhur" from their mastery in steering iron birds, which wheel and turn with the swiftness of a falcon. They are also called "Gaoche" because their iron chariots, often driven to raid the borderlands, have tall wheels with a great number of spokes. However, the people of this country are of mixed origins, with diverse bloodlines, and the deities they worship are equally numerous and complex, hence they are additionally styled the "Barbarian State."

Most of the Uyghur people worship a deity named Guojia. According to descriptions from prisoners of war taken among the northern barbarians, the true form of this god is a deep crimson, infinitely distant sky, across which are scattered a number of smoky yellow stars. These stars respectively represent the five tribes that serve this deity. However, the bloodlines of the Barbarians are complex, with peculiar divisions such as some groups being tribes that become clans, clans that become tribes, tribes without clan status, clans without tribe status, and so forth. Therefore, it is not yet clear exactly which five tribes these five tribes refer to.
