Time for a conspiracy theory!
I'd been stuck on Vought 189 for several weeks now. After the tower ended yesterday, I immediately got the one incurability gear I'd needed this entire time from an Elder krypt.
Safe to say that NRS watches and enjoys our suffering. They probably gatekept this exact item's drop rate for once the tower finished lol.
