Is it normal to have never encountered twisted sprout?

I have +50% research on Vee, Shelly, and Astro but I have never in my ~6 months of play encountered twisted sprout, not even in his toon week! Am I unlucky or is he harder to find than other toons?

This also happened to me with Bassie, I have never encountered her and I don't know why or how can I get their research if I can't find them!
