Can I use power tools on an allotment?

So my partner got an allotment last week that was hugely overgrown. Originally I had no intension in doing anything and letting her get on with it but when we finally got it after waiting a year, it was really overgrown and she told them she'd think about it (which I know means she will say no) BUT it was a large plot so I got to work and after a week, all we are waiting for now is the rain to come so I can level the ground for her.

To be completely honest, I now love the place, spent nearly all my time there this week, even whilst not working on it BUT, I am wanting to start learning carpentry and thought it would be a great idea to help build some tables and chairs, growbeds and anything else she may want to practice on. The only downside is that we live in flats and don't own a garden so the only place I could build them is at the allotment, using saws, sanders and drills.

The people there are really nice but I have no idea on rules of allotments as I only learnt last year they existed and do not want to upset them in any way. I'd obviously only do it when there was no one around but I'd feel bad if someone came in and I didn't see and just wanted to gauge if that's something that is frowned upon or not before I go in and ask them?

Thank you for your help and also, any tips for levelling the ground would be handy, currently the plan is wait until we have a lot of rain, break up the ground with a fork before raking it all out.
