Translating Transformers Prime Arcee into D&D 5e?

I decided to make her a Talenta Halfling, but I've been stuck going back and forth between Ranger: Hunter, Rogue: Scout, or some sort of multiclass with either Hunter and Rogue: Swashbuckler, or Hunter and Scout for her class and subclass. For those of you who know who she is, what do you think?

Eberron Equivalent of Gray's Anatomy?

Do you think there is such a thing in Eberron, and if so, what do you think it would be called? And who would it be written by? Halflings? Goblins? Maybe even Dragons? Or maybe just a human, a really long time ago? And since there's so many races, how much thicker would it be than in real life? Or would there have to be multiple books?

What Languages Do You Think Wrogar ir'Wynarn Might Have Known?

At least in real life, it was a not uncommon practice for nobility to be taught multiple languages, whether it was for diplomatic purposes, just to show off, or for some other reason.

Bonus Question: How much do we actually know about Wrogar? The Eberron wiki article doesn't seem to have much in it.

I Need Some Help with a Somewhat Convoluted Scheme/Trap.

This takes place during The War. Also, I don't have a lot of experience DMing for Eberron yet.

So, there's this spy, and he's really good (one of the best) so he can't be trapped by conventional means. He does have a best friend, though. My plan was that the spy gets sent out on a relatively quick mission, but the bad guys delay him for so long that his best friend goes out looking for him, but goes to look for him in the wrong place because of misinformation spread by the bad guys. When the spy gets back, he realizes that his friend is walking into a trap, and goes to save him, and that's how the bad guys catch him.

The two problems I'm having are:

  1. How the bad guys would delay the spy without knowing exactly where he is (because if they knew exactly where he was, they could just trap him right then);

and 2. Making the spy go to a different place than his friend, because otherwise they'd meet up, and the whole point is that they just miss each other.

I know it sounds overly complicated, but it's important for story reasons that it works out that way.

Please help?
