I'm going to get my license soon and my mom was thinking that I would get a moped or motorcycle for my first vehicle, mostly just so I can fit somewhere to be protected by the weather. I've looked around for mopeds but I've had a hard time finding one that's highway legal in North Dakota (at least 350cc).

Any recommendations? I'd prefer something practical rather than sporty so I can hold a couple of things, but I could always just take a backpack.
