What’s Wrong with My Adenium?

I recently put my desert rose outside in the sun for the first time last week. Now some of the new leaves coming out have a brown sticky sap coming out.

I sprayed some insecticidal soap on it.

Should I cut off the all the branches that have the sticky substance? Not all of them do.

I may have watered it once since winter is over.
