My grandmother passed 20 years ago and recently found this in a box of her things recently. What year is this from? Is it solid.999 silver?

This thing is beautiful. Couldn’t have been in circulation long. The manticore is a beast.

The ring seems to have a mark stamped in after the word sterling. Some searches suggest 1940s. What do yall think?

I can’t figure out what this is. It has two small nails in the bottom wide part that I’m assuming attached it to a wooden pole or something? Idk I’m stumped.
