This tree fell in a rainstorm (just toppled over out of the ground) and crushed a fence. One party argues the tree was healthy, the other argues it was dead. Which it is matters for insurance purposes. The ISA-certified arborist who came in person states it was dead (or likely dead); the property owner thinks the arborist is wrong. Any opinions? (I'm not an arborist, of course.)
