I live in Dalry, there is an older man, who hangs around my block of apartments.

Hey hangs around all day it doesn't seem like he has a job or any other engagements. He laughs VERY VERY loudly at everyone that goes by and shouts very incoherently.

I am not sure how to to make this stop. I cannot stay to work from home, I cannot open my windows.

I have thought about talking to him to request him to keep it down. But I am scared of being singled out after that point. Also he is so loud an incoherent, I am scared to reason with him.

He's not harming anyone, I would just that he not shout the whole day.

Who can I talk to? Police might be too much. Council noise complaint?
