I've been back to the game after a good while and was wondering how the migration mechanics work now?

Last time, I played jumper projects didn't work anymore due to beginner teleport only being a teleport. But sleeper projects still worked well, where you could get a passport and migrate to a kingdom 10 days older then your starting kingdom. But now that I am looking for new projects, nobody talks about sleepers. Has there been any change to the migration mechanics?

I'm looking to restart this july and was wondering what was the best way to find new projects. I'm a pretty experienced player in game mechanics, but finding solid alliances to play with is always the hardest part of the game.
