Im following a sorcerer tp and crackling damage build. (Not sure I can link videos so I won’t but it’s by ragegamingvideos on yt)

When he tempers and even the paragon he focuses on vulnerable damage, but how am I dealing vulnerable damage to begin with lightning abilites?

If someone can help I’d appreciate cuz I’m a little confused, tysm in advance
