Dark spots on chrome wheels. How to remove?

I'm trying to clean/polish the chrome wheels on my truck, and there are some isolated spots/tarnish on them that I can't polish out. I've tried using Griot's Heavy Duty Wheel Cleaner and Chemical Guys Heavy Metal Polish. I've been told that I shouldn't use acid based cleaners to remove the tarnish, so what other options do I have to remove this? I'm nervous about getting too aggressive with it, and it's very distracting when they are cleaned and polished otherwise.

Edit: I should probably mention that these are chrome coated aluminum wheels, if it changes the recommendations.

Looking for lighting suggestions.

I recently bought a house. In the back yard, there is a large covered patio (roughly 15'x20'), and it has a couple of 4' fluorescent light fixtures and the ballasts failed long ago. So I'm looking to just remove them and replace with something a little more inviting (I think the fluorescent looks so clinical and cold).

I've considered adding retrofit LED can lighting, but I don't know if there is a solution that will look nice, and not require the labor and cost of installing new wiring in the attic. So I'd love to hear some opinions of options.
