I found these in my pool the other day, and I am perplexed by what they could possibly be. Found in Seattle WA. They little things started moving around a lot when I put them under the light. The whole egg casing is about the size of a cooked grain of rice. I am hoping to keep them in a container to see what they turn into, but I have no idea how to keep them alive. I doubt they would have survived long in the pool, as it is chlorinated.
