Stumbled into it fighting Reaper, verified in training range.

Doesn't matter the order, the mini blizzards and primary fire both contribute to the freeze.

The Meicicle and Ice Sheet items will extend the duration of those abilities that you can freeze with them alone if an enemy is dumb enough to stay in the mini blizzard the whole time.

I feel like I should've encountered this earlier, but no one seems to mention it.
