What Victorian aesthetic would this be considered?

Curious which victorian aesthetic or sub class this would belong to. Antique Victorian vanity. Joints suggest late century 1890ish. Any input welcome!

The size of two C batteries, heavy, not hollow, 1/4in driver, retaining ring on driver end, cannot turn it by hand, doesn’t hold batteries from what I can tell.

Does this label look like a replacement?

Picked this up today with the saw. The metal tag/label looks too clean vs the rest of the tool.
