I have bamboo in a metal planter in the backyard. Recently, new leaves seem to form dry clumps at the ends. Do the pictures suggest I need to water them more (currently watered every other day) or add fertilizer (currently not using any)?

Encountered 3 separate instances where you'll see brown wipes (made with water through rusted equipment, at best) out from brand new packs. Heads up.
