New job but bad feeling

Advice please.
Leaving public sector job of 5 years to relocate and start a new private sector role in Birmingham.
I'm getting an offish feeling but don't know if I'm just over-reacting as a result of a workplace bullying experience in my last role (with a local authority).
I was contacted about this new job by manager A, we had an informal discussion and he gave me the application form. I submitted it and was interviewed by Manager B. Manager B then offered me the job and I was passed onto HR.
The HR Manager is giving me a bad gut feeling. Initially she kept asking for documentation that I had already submitted. Following this she decided that I had been given the wrong application form and sent me a supplementary section to complete, which I did and sent it. Shortly after she booked in an Induction meeting for me to undertake with her, and to my surprise it was another interview for the post I had already been offered. Around the same time I also received a generic email about a recruitment freeze, I queried this, she initially said 'sorry, that wasn't meant for you' but then proceeded to gaslight me with 'well you must have seen it was just a generic email'. Most recently she asked for the application form to be completed again as the original one was the wrong one (despite the supplementary form I completed, which covered the difference between the two forms). Something about the way she speaks to me and about others is concerning me.
My husband and I are querying whether I should proceed or whether I should find something else.
