Does this skill activate when another nations troops (allied) are 2 hexes near me? Or does it need to be both without my own forces and allied forces?

Stalingrad hard
Why is stalingrad hard so much more difficult compared to normal? In normal i am able to wipe out troops, but in hard I fail by round 4, is it the enemy bonuses in hard mode?

my country doesnt have avian vets im bringing him to the most reliable i found online and its 40 minutes away. Hes fine and but his wings areuneven. Idk what to do idk if the vet im going to knows what to do
