Here are a few that I ruled out:
Murder by the Book: Lily La Sanka says that her late husband was in the Merchant Marines. But, that is generally considered a civilian group and the late husband is not a character in the episode anyway
Death Lends a Hand: Leo has a crew cut and is an "ex-Marine type," but we can't be certain that he served in the military
Swan Song: Mr. Pangborn and the guys packing the parachutes are not likely in the military
A Case of Immunity: some characters may have been associated with the military, but it is not revealed
Now You See Him: Stefan Mueller was an SS guard, but that organization was not officially part of the German military
The Conspirators: while it is implied that Joe Devlin is linked to an IRA-type organization, such group would not officially be considered part of the military. Also, there is no evidence that Mr. Devlin had been in the service.
Lastly, everyone's favorite episode has an inconclusive military association :-) :
Last Salute to the Commodore: Otis Swanson's character may have been a "Commodore" because of military service or for serving as the chief officer of the yacht club. It appears that the latter is more likely.
