Ghosted after being selected

Hello, I ve recently completed interviews with global banking markets division for a vp role. Was told in email n phone that I was finalized and to expect offer letter in week or 2 .its been 3 weeks and no update yet. HCM doesn’t reply to the email .
Is this normal or am I cooked ?

Feedback window

Hello, I recently completed interviews for vp role at Goldman Sachs GBM division at nyc location
Initial technical interview followed by coder pad (2weeks) and loop (2 weeks later)
Received next interview schedule for tech fellow and hiring manager round 3 weeks later..
tech fellow interviewer dint show up and was done with hiring manager round 2 weeks ago.. last week tech fellow round completed and I felt I did good and expecting feedback on next steps.
Followed up with HR right after tech fellow round and 2 days later (today)
What is the realistic timeline for feedback and assuming I’m considered , what will be next steps

Thanks

Techfellow round - no one started meeting

Weird that no one showed up on meeting.. neither started and no response to HR mails . Does it happen regularly ?
Will they reschedule or is it cooked ?

Am I cooked ?

Had virtual panel interview (loop, 6 members , 3 slots)on Monday . Followed up on Tuesday with HR from generic email . No reply yet . Does this mean I’m not selected ? Portal states interview complete.
This is in global banking &markets
