So, in the original after Oliver murders the Mauler twins Cecil begins telling Oliver that it's surprising but he's not mad or something along these lines before Mark appears and that's it
How do you think it would've gone, had Cecil finished the talk? I think it's interesting because, while Oliver is supposed to be a kid version of Nolan, he really behaves more like young Cecil did in the way that everything is black and white when it comes to villains.
He'd probably try to recruit him, but maybe not? By just being nice he's assuring he's not in the bad eyes of a mini atomic bomb. And as much as he's an asshole outwardly he doesnt appear to be like that really (for example, when he defended from Brit and helped The Chupacabra heal even after his alcoholism got an innocent killed)
