Searching for a good bar and grill for a memorial event

Hey, gang! I've been tasked with organizing a friend's memorial wake and was hoping for some suggestions. His parents want something akin to a bar and grill so people can drink in his memory while also enjoying lunch. Ordinarily, I'd have plenty of ideas but there's a few caveats I'm having to work around:

  1. Needs to be open on Sunday afternoons from 1-5pm
  2. Needs to have at least one good vegetarian dish, preferably more than one (his sister is a vegetarian)
  3. Can handle 10-25 guests (happy to call ahead to make reservations or ask about private parties)
  4. Preferably a short drive from Evans & Federal (willing to stretch on this point).
  5. His parents are hard of hearing and elderly, so any music playing at a reasonable volume would be preferred (or at least a space available where it isn't too loud, maybe a patio).
  6. His family have pretty bland tastes in food but I also would prefer to NOT go to a chain, considering we're celebrating a guy who always marched to the beat of a different drummer.
  7. Good food and strong drinks, obviously.

I know that's a lot but it's what I'm having to juggle. Any and all suggestions are appreciated, thank you.

Tried this place out thanks to y'all's recommendations for hidden gems and it didn't disappoint! Wings were solid! Got the Crispy Chicken Wings. Definitely the crispiest wings in town and much meatier than most wings in town. Didn't do much for me flavor wise without adding the crunchy bits you see on top and below the wings but still tasty. Gonna try a more flavorful variety next time.

I also got to try Cambodian cuisine for the first time (Cambodian Soup pictured, sorry for the shitty photo) and it didn't disappoint! Aromatic, hot, sour and very flavorful! They brought out little cups for the whole table to try it out. My friend got the Fried Pork Lort (short rice noodles) and it was also really tasty (didn't snag a picture, sorry).

I'm not often in Westminster but I would definitely go back to try more of their food!

Extremely abbreviated portion of their enormous menu is available here: http://woodyswings.eatintakeout.net
