Location: Washington State

My dad works for the King County sheriff's office and kicked me out about 2 months ago, and before he did so it was put in writing and forwarded to the court that he relinquished his parental rights.

Legally, he's out of the picture, but still hounds me about things he *literally* has no right to and won't give me my passport. Is this illegal? Can he get in trouble as an officer for doing this? How do I get it back?
