Verreaux's Eagle-Owl Attempt 2

Please forgive the horrifying back lighting. Please remove if this doesn't meet community standards.
They are the most magnificent of the owls, including powder pink eyelids.

I came across these formations on a trip and would love to know how they came to be. I've never posted here before so please forgive my lack of knowledge, or send me one my way to a more appropriate sub. It seems that the embedded rocks must have been deposited a long time before they became one with the sedimentary (grey - sandstone?) part? What process could have sheared off the round rocks so perfectly with the surface?
Edit : I can add, found on top of a mountain in the Karoo region of South Africa

I've never posted here so please send me in the right direction if this post is inappropriate but I found this fantastic dozer last week on travels in the middle of absolutely nowhere and wanted to share. Does anyone have an idea of the vintage or any other interesting insights? Edit : would I be right in thinking it looks like it's been well cared for and still running?
