USCIS missed 15-day SLA on Premium Processing (July 14 Receipt)Passed 15-Day SLA with zero portal updates. Anyone else stranded in 'Received'?

Filed H-1B EOS under Premium Processing with a July 14 receipt date (IOE09375954XX). The statutory 15-business-day SLA expired on August 4, but the public portal remains stuck on "USCIS Is Currently Processing the Case." Lawfully data shows 83% of my immediate filing cohort is already approved, and cases surrounding mine were touched weeks ago. Attorneys claim no digital notice was received and are advising to "wait another week" rather than filing a formal service inquiry. Currently stranded in a border hotel awaiting resolution.

Looking to gather data from others in the same receipt block or filing window!

1. Case Overview & Specifications

  • Form Type: Form I-129 (H-1B Extension of Stay / EOS)
  • Processing Service: Premium Processing (PP)
  • Receipt Block: IOE09375954XX (Digital Filing)
  • Service Center: IOE Digital Queue

2. Detailed Timeline & Milestones

  • July 10, 2026: Package shipped via express courier.
  • July 13, 2026: Delivered to USCIS facility.
  • July 14, 2026: Official Receipt Date generated; Premium Processing clock activated.
  • July 28, 2026: Surrounding receipt number (...5449) officially approved.
  • August 4, 2026: 15 Business Days SLA Expired. Statutory deadline breached by USCIS.
  • August 13, 2026 (Today): Day 22 of Business Days (30 Calendar Days). Public tracker still stuck on "USCIS Is Currently Processing the Case."

3. Data Breakdown & Cohort Analytics (Lawfully + Block Scrapes)

I ran a deep dive into the IOE09375954XX receipt block to understand if this is a systemic hold or an isolated anomaly:

  • Batch Resolution Rate: 83% Resolved. Out of 130 tracked cases in this immediate cohort (filed late June to mid-July), 108 have received a final decision.
  • Surrounding Case Activity: Case ...5449 was approved on July 28. Cases ...5451 and onward have experienced status updates and leapfrogged my file daily.
  • Remaining 22 Cases Breakdown:
    • 10 Cases: Stalled on Request for Evidence (RFE)
    • 7 Cases: Sitting on Received / Processing (includes my file)
    • 3 Cases: Other administrative statuses
    • 2 Cases: Biometrics
  • Takeaway: Almost 50% of the unresolved cases in this cohort are sitting on an RFE. Statistically, there is a very high probability that my file is sitting on an unsynced/digital "Silent RFE" or an unworked stack.

4. Questions for the Community

  1. Silent RFE Lag: For those who received an RFE this summer, what was the time lag between the 15-day PP deadline passing and your attorneys actually receiving the physical mail notice?
  2. Portal Glitches: Has anyone had their case approved or hit with an RFE without the public egov.uscis.gov status page ever updating from "Processing"?
  3. Lawyer Pushback: If your 15-business-day SLA was breached, did your attorneys file an e-Request/service inquiry immediately, and did it force USCIS to take action or issue a fee refund?

Please share your filing dates, receipt blocks (IOE09375...), and current statuses below so we can cross-reference updates!
